Does the Government of Sri Lanka intend to thrust a war on the Tamils once again? Asks the Federatio

"The allocation of a large amount of fund in the defense budget for the ensuing year casts a doubt in the minds of the Tamils whether the Government of Sri Lanka intends to thrust once again a war on Tamils" states the Federation of the People's Organizations of Vavuniya in a memorandum addressed to Prime minister Ranil Wickramasinghe on Thursday, the 25th December 2003.

The memorandum adds that an enormous sum of money, just as in the past years, is allocated for defense at a time when efforts are afoot by the Government and the LTTE under a Memorandum of Understanding with support and mediation of many of a European State to usher in lasting peace. "On account of this fund for defense Tamil people are diffident of the intentions of the Government and they doubt whether the Government would once again wage a war against Tamils."

The UNF took over the government promising that they would diminish defense expenditure as there would be peace efforts and they would be able to bring down the tax burdens of the people. Despite these promises now that the Government has caused through this enhanced defense votes a serious doubt in the minds of the Tamils arise and there is growing apprehension as if they are to face another war by the Government.

The Government and the opposition are in conflict in many other matters but they have jointly voted to enhance defense expenditure. This naturally reinforces the diffidence of the Tamils on the Government motives and causes their apprehension soar.

The funds granted for defense in the past went only to destroy the life and property of Tamils. The entire populace of the island looks forward to the Government and the opposition not to thrust another war on Tamils to destruct their lives and their possessions but to avoid such atrocities by way of necessary actions to promote peace and unity. The memorandum also appeals to the opposition to co-operate in taking all possible steps for peace. The copies of the memorandum have been forwarded to President Chandrika Kumarathunga and to the Embassies in Colombo such as Norwegian, Japanese, American, British, Indian and Swedish.
