
Denial of basic human rights and violation of CFA by military
"The Cease Fire Agreement provides for the release by the military of the civilian dwellings within a stipulated time frame of a maximum of 180 days but it s now two and a half years since the CFA came into force while the military s continuing to occupying houses belonging to civilians in Thenmaradchi. This is not only a violation of the CFA but a denial of basic human right in not allowing owners of occupying their dwellings" says The federation of civilian based organizations in Thenmaradchi in a memorandum submitted to the civil authorities.
It further states that the military should arrange to vacate civilian dwellings, both in the high security zone and the outside, and also permit unhindered fishing for the fishermen Kokilakandy. The villagers from Thanankilappu, Maravanpulavu, Eluthumadduval, Karampaham and Odduveli have requested that their houses be returned failing which they will be engaging in demonstrations which will bring to a standstill that traffic in the main thoroughfare and governmental activities. Meanwhile the Jaffna district NGO federation in its monthly report for July says that the recent dual pronouncements of the government of taking forward the peace process on the one hand and a war rhetoric on the other hand is causing panic among the Tamil people. It continues to emphasize that immediate humanitarian needs of the people who have been denied access to their homes under the guise of a high security zone and therefore still languishing in refugee camps need to be given priority and it is only by institutionalizing the ISGA that these urgent problems can be effectively addressed. The memorandum urges the government to initiate steps for the recommencement of peace talks on the basis of the ISGA proposals submitted by the LTTE.
