
Deliberations of the constitutional affairs committee

The LTTE's Constitutional Affairs Committee conducted its deliberations in Geneva, Switzerland from 1st to the 5th of October 2004.
The Committee, in anticipation of the commencement of the talks, discussed the manner in which it could provide assistance on legal matters. The committee also discussed the modalities for the implementation of the provisions of the Interim- Self Governing Authority (ISGA) Proposal.
The committee noted that, when the proposals were presented, the Government of Sri Lanka agreed to commence negotiations on the basis of the ISGA proposal. The present Government, however, has declined to honor that commitment. If every change of Government results in the change of the basis of the negotiation of the peace process, no relief to the people would be possible. Any concerns the Government has with regard to any matter contained in the ISGA proposals could be addressed at direct talks between the parties concerned. The consistent position if the LTTE from the time of the presentation of ISGA has been that it was subject to negotiations.
The Committee also noted that the prolonged delay in establishing the ISGA has resulted in the failure to restore normalcy to the war- ravaged areas and to address the urgent needs and the development of the NorthEast. This constitutes a serious violation of the human rights of the people of the NorthEast.
