In August 2006, the Child Protection Authority (CPA) issued a report titled, “Children and Armed Conflict in the Northeastern Part of the Island of Sri Lanka” Since the release of that report several important developments have taken place in the Tamil homeland in relation to child protection.
A child protection law has been announced by the Tamil Eelam Justice Division. In view of this new law, CPA has been strengthened (See below the PDF file on The Role of the Child Protection Authority in Tamil Eelam) and was given the task of ensuring the implementation of this law. UN special advisor on children and armed conflict in Sri Lanka, Ambassador Allan Rock visited Sri Lanka. LTTE gave an undertaking to Ambassador Rock that it will accelerate the release of all underage youths in its ranks. The status of the underage database as of 1 November 2006 which the CPA has kept updated as underage youths were traced and released over the past 6 weeks is given in the table below. Of the 261 cases in the northern district CPA has obtained the release of more than 100 youths. Another 90 youths are training at the ESDC. CPA is confident that in the coming two weeks it will obtain the release of all the remaining youths in the five northern districts. The eastern district is more difficult to resolve due to the prevailing situation but CPA will persist with seeking the release of the 142 youths in the eastern districts as well.
