
North-East post disaster review confab at Kilinochchi tomorrow
“ Relief and resettlement strategy for 500,000 displaced”Country Heads of INGO’s, UN Agencies, Diplomatic missions, EU and Donor agencies are participating in a conference tomorrow 30 December 2004 at the Planning and Development Secretariat (PDS) complex in Kilinochchi to review the current situation in the post disaster scenario.
This confab is a follow-up of the formulation of a Steering Committee and two special task force units consequent to the decisions taken on 27 December 2004 with the participation of the District Secretaries (Govt Agents) of the districts of Jaffna, Kilinochchi, Mullaittivu and Vavuniya, local INGO representatives, TRO and the other local NGO’s. Similar task forces are in the formulation stage for Trincomalee, Batticaloa and Amparai districts. This meeting will be chaired by Mr.S.P.Tamilselvan, Head of the LTTE Political Wing who is expected to brief the gathering on the current status of the relief and rescue operations, relief arrangements already in place for the displaced population with special emphasis on the role of the task force units, coordinated by PDS with the help of TRO, local representatives of INGO’s and UN agencies in the absence of substantial relief measures from the government. Attention will also be focussed on matters relating to resettlement of the displaced, taking into consideration that these people were displaced on numerous occasions during the last two decades of war and are the most vulnerable segment of the Sri Lankan society and therefore in need of maximised assistance to rebuild their life. The fact that this is a population that has already reached the fringe of frustration on account of a three-year cease fire period having not delivered them the peace dividend will also be focussed on in considering humanitarian delivery and plans for resettlement.
