
"Recommencement of peace process is in the hands of the government"
"Japan and the international community wish to advise the parties to the CFA to begin negotiations without any further delay since delivery of the aid pledged is conditional to the progress of the peace process", said Mr. Akio Sudha, the Japanese Ambassador in a meeting with Mr. S.P. Tamilselvan, Head of the Political Wing in Kilinochchi today 14th August 2004.
Responding to this Mr. Tamilselvan said that the LTTE continues to remains strongly committed to the peace process and there is no change whatsoever n the stand taken as regards recommencement of negotiations. "We have, when handing over the ISGA proposals to the facilitators, clearly expressed our readiness to reactivate the peace process on the basis of our proposals", said Mr. Tamilselvan. Continuing further he said that the ISGA proposals were formulated solely for the purpose of institutionalising an effective mechanism to meet urgent humanitarian needs of a war devastated region.
Elaborating on the ISGA Mr. Tamilselvan said that the ISGA proposals gains a moral significance, in that it has been overwhelmingly mandated by the Tamil people and all people respecting democracy should endeavour to put in place a concerted effort to institutionalize it.
Commenting on projects aimed at reconstruction and development in NorthEast funded by Japan Mr. Tamilselvan strongly emphasized that Japan, like many other donor agencies, should try to maximize inclusion of the indigenous people and local NGOs, for it is only the people's participation that normally makes projects viable.
Referring to the Ambassador's concern over children's welfare, Mr. Tamilselvan solicited the assistance of Japan too in the various projects in the vocational training sector that would provide an opportunity for children to enrich their skills and become useful citizens.
