
"International donor community should respect the Tamil mandate for ISGA"
"The Tamil people have mandated their legislators, the TNA to cause institutionalising the Interim Self Governing Authority (ISGA) which should also form the basis of the recommencement of peace talks", said Mr. S. P. Tamilselvan to Mr. Peter Harrold, the World Bank's country representative.
The World Bank official met with Mr. S.P. Tamilselvan today 1st June 2004 at the LTTE Peace Secretariat in Kilinochchi to have further discussions on the feasibility of reactivating the NorthEast Reconstruction Fund to facilitate inflow of donor funds for urgent humanitarian needs. Mr. Tamilselvan stressed the importance of institutionalising the ISGA, fulfilling the Tamil mandate in the general elections of April 2004. "In the absence of an effective Interim Administration as democratically mandated by the Tamil people" Mr. Tamilselvan said "any other mechanism cannot cope effectively to address the urgent humanitarian needs of a nation of people affected by two decades of war." Mr. Peter Harrold acknowledged the validity of the Tamil claim and assured that the international community will remain committed to the Tokyo declaration which specifically reiterates the necessity to link aid to progress in the peace process. Mr. Tamilselvan said that the LTTE and the Tamil people need clear demonstration on the part of the government about its sincerity in approach to the institutionalising of the ISGA and then engaging in a fruitful political negotiation.
