Norwegian Special Envoy Meets with LTTE

Norwegian Special Envoy to the peace process Mr. Erik Solheim met with Mr. S.P. Tamilselvan, head of the political wing of the LTTE, on Wednesday, 13 August 2003 in Killinochchi. The two hour long meeting was significant with the LTTE about to convene a meeting of its constitutional affairs committee in Paris next week.

Speaking to the press after the meeting Mr. Tamilselvan commented about the discussions on the interim administration proposals and the forthcoming internal LTTE meeting. He also raised the issue of the base at Kurangupaanchan and said that the LTTE has again identified its position to the SLMM and the Norwegian special envoy.

Mr. Solheim also briefed the press after the meeting."The procedure for the discussion on the interim administration that we very well know the LTTE will convene an internal LTTE meeting in France next week. There they will go into and make their own comments and suggestions of amendments and proposal regarding the government proposal. So finally they will make their proposal on interim administration that they expect to convey them to the Norwegian facilitators and we'll convey them to the Government. The main aim is, this is areality we cannot play as facilitators without frequently going behind to the conflict. So Hans Brasker and myself will jointly assist LTTE in preparing for the visit to France and more importantly we are ready to facilitate the discussion between the Government of Sri Lanka and the LTTE based upon LTTE's suggestion and the Government's suggestion when it comes to interim administration. We clearly convey our concern about the Kurangupanchankulam base issue to Mr. Thamilselvan. We think that it's utmost important that the dicision made by the SLMM is accepted and respected and we have a frank discussion on this matter. "
