
LTTE Political Delegation meets with Finland’s Foreign Minister
The Political Delegation of the LTTE led by the Head of the Political Wing Mr.S.P.Tamilselvan met with Mr.Erkki Tuomioja, Minister for Foreign Affairs today 30 March 2005 at the Fireplace Cabinet, Merikasarmi building. Receiving the delegation, the Foreign Minister expressed his condolences for tsunami victims on behalf of the Government of Finland and its people. Reassuring Finland’s solidarity in post –tsunami humanitarian delivery and reconstruction efforts, the Minister reiterated the necessity to hold the Cease Fire Agreement (CFA) with integrity and move forward in the Peace Process, making use of the window of opportunity now in place consequent to the devastation caused by tsunami.
 Responding to the concerns raised by the Ministerial team, Mr. Tamilselvan presented an overview of the proposed joint mechanism for post-tsunami crisis management and elaborated on the collective sense of frustration in the minds of the Tamil people relating to the failure on the part of the Government of Sri Lanka (GOSL) as one party to the CFA to implement the clauses pertaining to alleviation of hardships caused by two decades of war, bringing normalcy, providing for resettlement of the war-displaced who are denied access to their habitats by the GOSL military under the guise of High Security Zones in the military occupied areas. “It is this people that tsunami struck and hence the asymmetry in the impact” Mr. Tamilselvan said. Continuing his presentation on the fear relating to the people loosing confidence in the peace process, Mr. Tamilselvan said that the urgency to institutionalize a Joint Mechanism to address post-tsunami management gains significance primarily because of the humanitarian plight of a people who have been hit many times due to displacements during the war and now affected badly by the tsunami impact and also due to the positive impacts such a joint effort would have on the progress of the peace process at large. He also expressed serious concern over the activities of the armed groups that work along with the SL military in violation of the CFA clause 1.8 that prohibits such activities which contribute to the killings that take place in the military occupied areas and thus negating the responsibility of the Government in maintaining law and order in areas clearly demarcated as under GOSL control. Present in the meeting with the Minister was Ms.Elina Kalkku, Director General, Department for the Americas and Asia, Mr.Mikko Pyhala, Ambassador, Asia and Oceania and the Minister’s Special Advisor Mr.Folke Sundman. In a Thematic meeting in the afternoon with Dr.Pekka Hallberg, President of the Supreme Administrative Court (SAC) on the theme of ‘Rule of Law’, the LTTE delegation was given a power point demonstration on the structure and administration of the SAC. Present in the discussion that ensued was Justice Olof Olsson, Counsellor, Justice Niilo Jaaskinen, Counsellor, Supreme Administrative Court, Mr. Rauno Merisaari, Special Advisor Human Rights and Democracy and Ms. Sini Cedercreutz, Project Assistant, Ministry for Foreign Affairs. Later in the evening the delegation met with Mr. Roger Jansson, the Aland Island’s parliamentarian at the Finnish parliament.
