LTTE Political Delegation in Oslo

The LTTE political delegation led by its Head of the Political Wing Mr.S.P.Tamilselvan arrived in Oslo late yesterday 10 March 2005 and had a series of meetings today.

Earlier in the day the Norwegian Special Envoy Mr.Eric Solheim met with the delegation in the Norwegian Foreign Ministry complex. Matters relating to the structuring of a Joint Mechanism with the Government of Sri Lanka (GOSL) were discussed at length and the areas of contention were identified. It was resolved by the parties that Norway give the final touches to the proposals before formally announcing them.

In a meeting with the Norwegian Foreign Minister Jan Peterson, Mr.Tamilselvan reiterated the necessity to expedite the process of finalizing the Joint Structure Mechanism in view of the urgency of humanitarian rehabilitation and reconstruction of the Tsunami affected Tamil habitats, in the background of the asymmetry of the impact in that, the people of the NorthEast have already suffered immensely due to the two decade old war and the three year cease-fire has failed to deliver the peace dividend. Mr.Peterson appreciated the flexibility attitude adopted by the LTTE in accepting the proposals put forward by Norway and expressed hope that the mechanism would be in place soon. Expressing dissatisfaction and serious concern over the activities of armed groups in the East with overt and covert assistance of the SL Military, Mr.Tamilselvan said that many political cadres engaged in post-tsunami management work, have been targeted by these groups and the facilitators should interact meaningfully with GOSL to arrest this situation.

Later in the day, the State Secretary for International Development, Norwegian Ministry of Foreign Affairs Mr.Leiv Lunde met with the delegation and discussed at length the progress of the various projects already underway. Emphasizing the necessity to be careful in not isolating the war affected people in the post-tsunami scenario, the State Secretary said that it is imperative that the Joint Mechanism exercise be made fruitful so that the donor community would find it easier to be participants in the rehabilitation, reconstruction and development process, ensuring equitable distribution of international aid to all people in an even manner.
