NESOHR Coordinating Committee plans mental health services

In Tsunami Disaster Survivors in the NorthEast Sri Lanka

The Coordinating Committee for Counseling Services being provided to the Tsunami Disaster Survivors met in the NESOHR Conference Room in Kilinochchi on February 23, 2005 with the view to plan and coordinate their services with Rev. Fr. X. M. Karunaratnam presiding. The agenda included:

  • Sharing of experiences in the counseling services being provided
  • Procedures for providing Psychiatric clinical treatment to be provided
  • Identification of local candidates for training to be trainers and syllabus
  • Preparing list of tools and equipments required for counseling
  • Preparing service distribution plan, documentation, and statistical collating
Drs. Ganeshan, Kadampanathan, Professor Thaya Somasundaram, Perinpanayagam, and Sivathasa and Rev. Father Reginold shared their experiences in providing the counseling and clinical services to the Tsunami survivors. This meeting looked like an International Conference with so many Psychiatrists from the local and International communities present in one place to plan and implement psycho-social services and long-term mental health system in the NorthEast Sri Lanka. In Batticaloa, all psycho social related activities are coordinated through Project “Mangrove” supported by NGOs, INGOs, and Government of Sri Lanka. Still 7000 children are denied education due to the occupation of the school by the displaced people and the lack of space in the city. In Trincomalee, long term mental health system planning, psych-social services and activities, and training are taking place along with activities for children, group discussions for adults, and assignment of responsibilities like cooking for families. Though Amparai is badly affected, these services are not organized well, and the NGOs are doing a fairly good job of providing relief and other services. In Jaffna, their war-time experience helps them to provide well coordinated service in psycho-social intervention including counseling, education, 4-6 months training in relaxation methods, grief counseling, networking, forming groups, etc. There is well coordinated psycho social counseling being provided by several providers coordinated by the Center for Health Care. TRO helps to fund these activities. The approach taken for continuing these services involves selection of a Psychiatrist for each District to be responsible for coordinating these services. The following are selected to lead and coordinate these services in their respective Districts.

A generic plan for coordinating these activities is already there. The District coordinators will modify this to suit their needs for their implementation. This plan will include planning the community level, long term, and intermediate (train the trainer) training, monitoring, assessment, and requirements. These coordinators will email their respective plans and syllabus into CHC, who will integrate and finalize them. The CHC will also develop a questionnaire for data collection for each district to complete and return. Each counselor will maintain a file on each client who will be issued with a n appointment card. .
