October civilian casualties in Jaffna

During the first week of October, 10 disappearances, 4 extrajudicial killing, 8 rapes, and several arrests and assaults by the Sri Lankan military and forces operated by it were reported in Jaffna. A sample of what happened is listed at the end of this report.

Sexual assault

On 7 October, Sri Lankan military and police entered a home in Manipay in Jaffna and began assaulting the mother, her six daughters, and the son. The young women were assaulted with guns and batons. Their clothes were ripped as the marauding military men enjoyed their handy work. The young brother who went to the rescue was also severely beaten.

Fishermen tormented

On 8 October, two fishermen at sea were assaulted by the Sri Lankan Navy in two Dvora boats in the Uduththurai seas. The fishing boat belonging to the fishermen was fired at and it caught fire and sunk. The two fishermen, Kumaraveli Sasiharan (28) and Thesihamani Kandeepan (26) were swimming to the shore when they were rescued by fellow fishermen. The two fishermen lost equipment and the boat worth US$ 6000. The fishermen were badly affected by the tsunami and they had begun to rebuild their livelihood with assistance from INGOs.

Sample incidents from Jaffna

On 1 October, five young displaced men from Allaipiddy hired a truck and went back to Allaipiddy to collect some of their property and take it back. They have been missing for two weeks. Allaipiddy is in full control of the Sri Lankan Navy

On 2 October, a 75 year old female retired teacher, Nadarasa Nesaratnam, was short dead in her home in Elali Jaffna by thieves. Increasing number of thefts at night during curfew time is being reported.

On 4 October, Shanmugam Subramanium, an old man was shot dead on Potpathy road in Kokuvil in Jaffna. His son and grandson rushed to the scene. They too were attacked and the 13 year old grandson Vijayarasa Antonis was injured.

On 1 October, two students Velupillai Praveeran (16) and Nagendram Ruban (18) disappeared in Jaffna town. On 1 Oct, Singanayagam Varmila a Red Cross volunteer worker attached to Jaffna hospital disappeared.
