
Sri Lankan government adds fifth layer to the existing four layered blockage
In separate article titled “Borders and blockage GoSL style” the four layers blockage used by the GoSL to tighten medicine, food and fuel supply to civilians in many parts of the Northeast was explained. These four layers are, 1) border checkpoints; 2) limiting the amount of items taken; 3) closing the borders completely as has happened in the last three weeks and 4) the long curfew hours as in Jaffna for more than three weeks. State employees ordered not to speak out about food shortage in Jaffna On 31 August, a senior official at the Jaffna District Secretariat raised his concerns about the dwindling supplies medicine, food and fuel in Jaffna. On 1 September the GoSL sends an order to the state employees not to speak out publicly about the medicine and fuel shortages. The order effectively silences state employees who have the most up to date grass root level knowledge of the situation. The order silencing state employees adds a fifth layer to the existing four layered blockage by the GoSL and its armed forces.
