
Tamil civilians detained unlawfully
Nine Tamil civilians that disappeared from Jaffna have recently been tracked down in jails located in Sri Lanka’s South. The cases of these civilians, detained by security forces between the dates of 12 January and 27 June 2006, have not been informed to Human Rights Commissions, family members or have not been produced in court. Sri Lankan security forces have failed to follow the legal guidelines which state that the Human Rights Commission must be informed of all in detention by Sri Lanka security forces within 48 hours at time of detention.
Families of those in detention stated that they have received demands for ransom from GoSL operated forces after their family members were detained. The names of the nine Tamil civilians are: 1. Rasiah Anandarajah

5. Navaratnam Sathiyaseelan
6. Ariyarajah Sivajini
7. Thirunavukkarasunayanar Asokan
8. Ratnam Anantharajah
9. Kathiravelu Ragulan
Residents of Jaffna stated that disappearances and abductions are a common practice by GoSL operated forces. Residents further stated that even under the pretext of ‘arrest’ Sri Lankan security forces rarely notify the Human Rights Commission or family members about detainees.
