
Carnage in open prison
Carnage went on unabated in the open prison that is the Northeast during the third week of September 2006. Among those shot dead is a two year child in Anpuvalipuram in Trincomalee. In total 29 civilians were killed by the Sri Lankan Armed Forces (SLAFs) and other groups it supports.
The following excerpt, from the United Nations Human Rights Council’s “Human Rights Fact Sheet No 11” on Extrajudicial, Summary or Arbitrary Executions on page 13, will be worth noting here “Special Rapporteut might act upon reports of killings committed by security forces of the State, paramilitary groups, civil defence forces or other private forces cooperating with or tolerated by the Government. These groups operate outside the public military and police forces, but are deemed to be State agents because they are often set up and supervised by the authorities to operate in situations of conflict or disturbance.”
