Northeast situation report – 4 November

Vaharai shelling: Continuous shelling in Vaharia has claimed four civilian lives, including a father and son. Six more civilians including a baby were badly injured. Medical attention to the injured has been hampered by continuous shelling. The affected people are those who displaced from Trincomalee due to Sri Lankan military offensives in September.

The SLMM visited the area on 2 November following complaints. Yet, the shelling resumed immediately after the SLMM left the area.

A9 closure: People wishing to travel to Jaffna from Vavuniya can no longer register with the Government Agent in Jaffna. Such registrations are now accepted only from Trincomalee, thus anyone wishing to go to Jaffna must now go to Trincomalee, register their names and, wait in Trinco in some rented lodging, hoping for some luck. This practice further deepens the isolation of Jaffna. The ship service to Jaffna which was until now free of charge is now being charged at the very high rate of Rs1500.

The desperation of the 600,000 people in Jaffna is highlighted by the false rumour that spread like wildfire in Jaffna on 2 November that the A9 highway has been opened. Newspaper offices and other offices were inundated with calls from people wishing to confirm the rumour. Delighted people in Jaffna shared the news on the road with strangers.

Head of LTTE delegation to Geneva, Tamilselvan, said at the peace talks, that closing the A9 route and just sending a bit of food, while denying the people links with the rest of their society and thus an ordinary civilian life, is like feeding prisoners. The isolation of Jaffna and its people made susceptible to rumours as above is indeed worse than prisoners. Prisoners enjoy greater security and family contact than the people of Jaffna.

Mullaithivu fishermen: On 3 November, Sri Lankan Navy attacked fishermen off the Mullaithivu shore near Silawaththai. The fishermen rushed back to the shore.

On 29 October, two fishermen, fishing in the same location, came under Sri Lankan Navy fire. The injured fishermen attempted to swim ashore but one died while swimming and the other was hospitalized for the injuries sustained.

The president of the Mullaithivu Federation of fishermen union says that similar attacks on fishermen off the Mullaithivu shores have become a common occurrence.

Killings: The head and the body of one man was recovered in the islet of Velanai situated off the Jaffna coast. Sathasivam Thayaparan, aged 39, left home to Jaffna town with Rs 15,000 cash to purchase items. He did not returne. His wife identified the body. Several disappearances and killings in Jaffna recently were of those who went to Jaffna town on some errand.

Thiruchelvan Surenthirakumar was shot dead and then set alight in Muneeswaran road in Jaffna. The body was set alight as Sri Lankan Army near by stood watching. Sureshkumar was a pavement seller and he was killed at the location where he was about to spread his wares for his daily business.

Marimuthu Chadrasekaran, aged 36, was shot and killed by paramilitary group at his home, in Asikulam in Vavuniya, on 3 November, early morning.
