
GoSL appoints military General to head civil administration
The GoSL cabinet has appointed Major General Ranjith Silva as the Government Agent of Trincomalee district. Major General Ranjith Silva was asked by the GoSL to retire from his military post only last Thursday.
The local government structure in the island of Ceylon is administered as provinces and each province is divided into several districts. The Northeast province has eight districts, Amparai, Batticaloa, Trincomalee, Mullaitivu, Vavuniya, Mannar, Kilinochchi and Jaffna. Each district is administered by a District Secretariat also referred to as “Kachcheri”. These district secretariats manage most of the local civil administrative matters. Each Secretariat is headed by a Government Agent (GA) who is appointed by the GoSL cabinet from Colombo from among the senior civil administrators. In the fifty year history of independence, Trincomalee district although the capital of Tamil homeland, has always had a Sinhala civil servant as its GA. With the latest appointment of a military man as the GA, GoSL has moved further along the path of oppressing the Tamils in their own homeland. Though this is the first time a military man has been appointed as a GA, the Governor of the Northeast province, also a civil service position, is also a military appointment. Admiral Mohaan Wijewickrema, a retired Sri Lankan Naval officer is the Governor for the Northeast province. Several clauses in the CFA (CeaseFire Agreement) are devoted to bringing normalcy in people’s lives in Northeast. Trincomalee is the capital of Northeast. The Governor of Northeast and the GA for its capital district Trincomalee are both military men from the same military that is today operating death squads. LTTE Political Head for Trincomalee district Elilan has lodged a complaint of CFA violation with the SLMM re the appointment of a military man to head the civil administration.
