
Pervasive duplicity incompatible with peace process
LTTE Political Head, S P Tamilselvan has written to Norwegian Special Envoy, Jon Hanssen Bauer, highlighting the duplicity of GoSL and the importance of creating goodwill for the peace process to progress.

Dear Mr. Bauer,
I write this letter to express our thanks for your efforts to give new life to the peace efforts and also to explain our position to you in this regard. I must point out to you that GoSL is, on the one hand proclaiming that it is ready for the peace talks and on the other hand letting loose all types of activities to destroy the peace process. In this letter we will describe three important and related issues which clearly demonstrate the duplicity of GoSL in its handling of the peace efforts. Recent events and incidents clearly show that the GoSL is inciting violence in Tamil homeland in total violation of the CFA and is trying very hard to create a war environment. GoSL has shattered all the goodwill gestures shown by the Tamil side, and has acted against the CFA by nurturing the paramilitaries and through them letting loose violence in Tamil homeland. At that time we appealed on several occasions to control this dangerous development by disarming the paramilitaries and removing them from Tamil homeland as agreed upon in the CFA. The international community too, realizing the situation requested the disarming and removal of paramilitaries. However, the GoSL and its armed forces have ignored these and has today spread the violence at all levels. Presently, civilians are constantly targeted, by murderous Sri Lankan armed forces and its paramilitaries. We understand this as a devious plot by the GoSL to enrage the people and thus wipe out any chance of maintaining the CFA. It is duplicitous of the GoSL to pretend that it is dedicated to the peace process on the one hand and on the other hand let the paramilitaries loose to carry out unbridled violence. International community must realize this and condemn the GoSL duplicity. It must also apply pressure on the GoSL to bring it to genuine peace process. The GoSL is also working hard to sever the relationship between the LTTE, Tamils and the international community by forcing the international community to ban the LTTE. GoSL hopes that through this the world can be kept in the dark about GoSL’s devious motives. It is feigning its support for the peace process as cover for this devious plot. Through this GoSL plans to drag the Tamil people back to the old situation by destroying Tamil people’s trust in peace efforts, thus permanently breaking the peace efforts. When I met and spoke to you recently, I explained the importance of our central committee meeting and the need for our eastern commanders and heads to attend this meeting. I like to point out that, while Mahinda Rajapakse is holding all party meetings and other discussions to give the impression that he is readying for the next Geneva talks, he has purposely refused to allow the transport arrangements for LTTE members that were in place for the last four years. The GoSL not only prevented the air travel arrangements that were in place for the last four years, it also rejected our alternate suggestions for sea travel. We understand this attitude of the GoSL as one intend on stopping the efforts to rebuild goodwill and conducive environment for peace talks. If the Mahinda government is keen on the peace efforts, then, as the facilitators of the peace efforts, we hope you will put pressure on the GoSL, to accept the air travel procedures that were in place, alternatively accept the sea travel of our members in our Naval vessels with SLMM supervision. We also hope you will pressure the GoSL, to calm the current tense situation and bring to an immediate end the violence let loose by the Sri Lankan armed forces and its paramilitaries. We hope you will provide us with clear definitive responses from the GoSL on these matters.
