“GoSL will open borders when LTTE stops agitating civilians”

-SCOPP-

In a message given through the SLMM to the LTTE Peace Secretariat, SCOPP (Sri Lankan Secretariat for Coordinating Peace Process) demanded the LTTE to stop agitating Jaffna civilians before GoSL can open the borders that GoSL closed at midnight on 7 May.

At least 50,000 SLA personnel are stationed in Jaffna for the 500,000 civilian residents in Jaffna. In other words, SLA has a presence of one for every ten civilians in Jaffna.

LTTE, on the other hand, has withdrawn from Jaffna and all other GoSL controlled areas of Northeast for its own safety.

Jaffna civilians are in a state of terror and outrage by successive massacres carried by SLA and its paramilitaries with complete impunity while GoSL either denies the killing or claims that the civilians killed by SLA are LTTE.

It is in this context that the SCOPP demands LTTE to stop agitating Jaffna civilians before it will open the closed borders. What is SCOPP and by implication GoSL saying to the LTTE?

Is the GoSL trying to say to the LTTE that the people of Jaffna will listen to the LTTE even if the LTTE is not there?

Is GoSL also saying that it wants to continue to control the Jaffna civilians with threats, assaults, and murders and is asking the LTTE to help GoSL to continue with this tactic?

Is GoSL threatening that it will keep the borders closed and squeeze the life out of Jaffna civilians, like killing babies by denying them treatment?
