
Civilian killings, disappearances in Jaffna and Mannar
A day after the Sri Lankan Army (SLA) and paramilitary-lead riots against Tamils in Trincomalee, SLA and paramilitary forces targeted Tamil civilians in Jaffna and Mannar, killing five. Three more Tamil civilians disappeared in Jaffna. In Mannar, the attack on civilians was carried out inside an LTTE-controlled area.
Four Tamils shot dead in Thenmaradchchi within 24 hours Within 24 hours, four Tamils were killed by paramilitary forces in four separate incidents in Jaffna. Panchacharan Kirubaharan (36), the owner of the jewelry shop, Sangaran, was killed in his home at 5.30 am. Paramilitary cadres arrived on a motorbike at Kirubaharan’s home on Kandasamy-Chavakachcheri Road and called him from outside. When Kirubaharan went outside, the paramilitary cadres shot him and he died immediately. Thambiraja Thayaparan (31), the owner of a landmaster (uncovered transport vehicle), from Madduvil was shot and killed as he was traveling in the Sarasalai area in Chavakachcheri at 7.00 am. He was traveling on the road when paramilitaries on motorbikes stopped him and shot him dead. The paramilitary cadres escaped on their motorbike. Thamabaiya Ratnasabapathy (64), a retired police inspector was shot dead by paramilitary cadres in his home in Allarai in Meesalai North around 12 noon. Selvaratnam Vijeyakumar, the owner of a tailor shop was shot dead in his home in Mirusivil Ussan area on Wednesday, 12 April at 8.30 pm. SLA camps are located adjacent to his home. Reports of all incidents indicate that paramilitaries working with the SLA intelligence wing conducted the killings. All victims were taken to Jaffna Hospital for postmortem examination. Woman dies in claymore attack by SLA in LTTE-controlled Mannar Lakshmi (52) was killed in an SLA claymore attack in the LTTE-controlled area of Mullikulam, Mannar late afternoon on Thursday, 13 April. Lakshmi and several civilians were traveling in a tractor to do harvesting work when the tractor came under attack by a claymore planted by the SLA’s Deep Penetration Unit. Two other civilians, Pakiyanathan Mohanraj (23) and Pakiyanathan Rajinidevi (25) were injured in the attack. Following the incident, four more claymore mines were removed from the same location where the attack took place. Three civilians disappeared in Jaffna Three civilians who traveled to Jaffna from Vavuniya and Mannar have been reported missing. Nallaiya Sorooban of Laksapana Road in Thonikal, Vavuniya and Reginald Enselas Melvin (25) of Nedunkerni, Vavuniya traveled to Jaffna for a relative’s wedding in Neerveli. The two men left the home they were staying at in Jaffna on 12 April at 5pm on a motorbike with the number plate NJ3237. The men said they were going to Atchchuveli and they never returned. When Sorooban’s family lodged a complaint, they stated that he carries scars from a previous motorbike accident. Reginald Sutharshan of 3rd Cross Street in Mannar left his home in Mannar and said that he will take part in a tennis competition on 7 April in Jaffna. He has not returned since then. His father, Selvayamahadevan, a teacher has lodged a complaint. Families of all three missing civilians lodged complaints at the office of the Human Rights Commission.
